CHOGM endorsement for local government

The Commonwealth Local Government Forum (CLGF) has welcomed the outcomes of the Commonwealth Heads of Government Meeting (CHOGM) in Perth, Australia, 28-30 October, particularly the strong endorsement and support given by Commonwealth leaders to CLGF's work and the role of local government in the Commonwealth.
In their final communiqué heads of government welcomed the contribution of CLGF, supported and upheld the role of local government in promoting strategies for localism, sustainable development and economic growth, and supported the implementation of the Cardiff Consensus for Local Economic Development.
"This endorsement is very important in taking our work forward," said CLGF Chairperson Mayor Zenaida Moya, pictured left. Read more


Executive Committee meets in London
The CLGF Executive Committee met for the first time in London on 19-10 October. The Committee was set up to provide strategic direction and oversight of CLGF as part of the implementation of the recommendations of the strategic review of the organisation in 2009.
While in London members of the Committee met with Commonwealth Deputy Secretary-General Ransford Smith. Read More

Aurangabad hosts third national dissemination seminar
The third in the series of Good Practice Scheme dissemination workshops was held in Aurangabad, India from 22-23 September. The theme of the workshop, run by CLGF in collaboration with the Aurangabad Municipal Corporation, was service delivery and community engagement, with good practice and lessons from partnerships between councils in India and the UK and South Africa.
The workshop allowed CLGF to highlight the projects' achievements and share the learning with municipalities and other stakeholders who did not have the opportunity to participate. Participants supported the community resource model for delivery of core municipal services and hoped it would be developed into practical guidelines for wider dissemination and use by other councils. Deputy Minister opens South Africa dissemination workshop

The fourth Good Practice Scheme dissemination workshop took place in South Africa from 5-6 October focusing on presentations of the project partnerships around local economic development.
Speaking at the opening of the workshop, South Africa Deputy Minister of Cooperative Governance and Traditional Affairs (CoGTA), Yunus Carrim, called for the strengthening of local government in economic development and said the scheme is a very good, sensible, practical, productive way of bringing municipalities from different countries together to learn from each other and develop their capacity to improve service delivery and development. The final workshop is being held in Jamaica in November.


Launch of new phase for CLGF Pacific

The new CLGF Pacific Local Government Strengthening Programme was officially launched in Suva on 3 November at a three-day forum on promoting local economic leadership.
Those attending included government permanent secretaries and directors of local government, mayors, town clerks, and development partners. Read more

Residents of Australia's major cities are using less electricity, leaving their car in garage more often in favour of catching public transport, producing less household waste and raising children who are staying at home until an older age. Those are a few of the trends detailed in the State of Australian Cities 2011 report published by the government of Australia in October.

Delhi Metro has become the world's first railway network to earn carbon credits from the United Nations for helping cut greenhouse gas emissions. The transport system has helped reduce pollution levels in the city by 630,000 tonnes a year, a UN release said.

The Commonwealth Heads of Government Meeting (CHOGM) in Perth, Australia, promises to bring new vibrancy to the association, said HM Queen Elizabeth II, Head of the Commonwealth, at the opening of the three-day event on 28 October 2011. Read more


CHOGM communique

Heads of Government reaffirmed their commitment to the values and principles of the Commonwealth and agreed to a series of actions to maintain the Commonwealth's relevance, to ensure its effectiveness in responding to contemporary global challenges and to build resilient societies and economies. EPG recommends closer coordination

CHOGM agreed to the recommendations of the Commonwealth Eminent Persons' Group (EPG) including that the Commonwealth Secretariat should coordinate its work with associated Commonwealth organisations such as CLGF, draw on their technical and other expertise, and allocate funds for which these organisations can apply to implement their programmes. Kamelesh Sharma re-appointed

Commonwealth Secretary-General Kamalesh Sharma was re-appointed to a second term in office by leaders at the Commonwealth Heads of Government Meeting (CHOGM) in Perth, Australia. Read more


Pacific focus on prosperity

The Forty-Second Pacific Islands Forum was held in Auckland, New Zealand, from 7 to 8 September and was attended by Heads of State and Governments of the Pacific countries. Leaders welcomed New Zealand's theme for the 2011 Forum of "Converting Potential into Prosperity" to highlight the many assets and resources of the Pacific that can be enhanced and developed to deliver long-lasting benefits. Leaders endorsed the Waiheke Declaration on Sustainable Economic Development and recognised the importance of focussing regional efforts on productive sectors where the Pacific has a comparative advantage – in particular, tourism, fisheries and agriculture. They also highlighted the importance of education, energy and infrastructure in creating an enabling environment for sustainable economic development. Read more
