Summary
The transformation of local government in South Africa since the end of apartheid, the expansion of the services for which it is responsible and the number of citizens entitled to thise services may be unique. However, addressing the issues of poverty, economic development and the supply of basic services requiring high capital expenditure from a low income base is a challenge all too familiar to local government across the Commonwealth.
This study of South Africa's Municipal Service Partnerships shows how municialities have been making use of public-private partnerships to provide services they could not otherwise have delivered.
