Dominica

Introduction
The Commonwealth of Dominica is part of the Windward Islands in the eastern Caribbean with a population of 72,386 and covers an area of 754 sq km.
Dominica has a complex network of local government. It has seven districts, a network of town and village councils, and a Carib Council which governs the Carib territory, an area in the island’s east set aside for the indigenous Carib people. The capital, Roseau, has its own town council.
Local government contributes around 0.2 per cent to the national GDP. It is uniform across the country with seven districts containing a network of town, village and urban councils and the Carib council.
Summary
Dominica has a comprehensive local government structure but local authorities have very limited powers, with road maintenance and championing local causes being their main functions. Discussions are underway to extend their role.
