Local democracy

This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

Local governance to tackle multidimensional poverty and inequality

The general objective of this paper is to describe the position of Oxfam and ARCO on how local governance processes play a crucial role in the implementation of the 2030 Agenda for Sustainable Development. We believe that a common understanding and framework for local governance is urgently required to build more consistent and effective development strategies and initiatives. In particular, we aim to emphasise the importance of enabling local actors to lead and influence policy action and practices within a system of multilevel relations, in order to tackle multidimensional poverty and inequality. To achieve this end, we embrace the Sustainable Human Development approach in order to analyse local governance and policy issues in relation to the SDGs and the localization of these goals. In this respect, this paper contributes to Oxfam’s Theory of Change – based on the combination of active citizens and effective states (Green, 2012) – by integrating in both conceptual and operational terms the synergies between local action and national policies leading to social change for human “flourishing”.

The New Vision of Local Governance and the Evolving Roles of Local Governments

This chapter traces the evolution and analytical underpinnings of local governance as background to a better understanding of the case studies of developing countries in this book. The next section outlines analytical approaches to local governance that can be helpful in understanding the role of governments and comparing and contrasting institutional arrangements. It further develops a model of local governance that integrates various strands of this literature. This model has important implications for evaluating and reforming local governance in both industrial and developing countries. The third section presents stylized models and institutions of local governance as practiced in different parts of the world during past centuries. It compares and contrasts the ancient Indian and Chinese systems of local governance with Nordic, Southern European, North American, and Australian models. The last section provides a comparative overview of local government organization and finance in selected developing countries as an introduction to the in-depth treatment of these countries in the rest of the book.

Resilience in the post-welfare inner city: Voluntary sector geographies in London, Los Angeles and Sydney

'Resilience' has become one of the first fully fledged academic and political buzzwords of the 21st century. Within this context, Geoffrey DeVerteuil proposes a more critically engaged and conceptually robust version, applying it to the conspicuous but now residual clusters of inner-city voluntary sector organisations deemed ‘service hubs’. The process of resilience is compared across ten service hubs in three complex but different global inner-city regions – London, Los Angeles and Sydney – in response to the threat of gentrification-induced displacement. DeVerteuil shows that resilience can be about holding on to previous gains but also about holding out for transformation. The book is the first to move beyond theoretical works on ‘resilience’ and offers a combined conceptual and empirical approach that will interest urban geographers, social planners and researchers in the voluntary sector.

Managing change in local governance

Decentralisation has become an integral part of local government reform programmes in recent years. But how to put these changes into effect? This book explores the reasons for making these changes, and applies recent thinking in change management to the particular challenges facing all those who are seeking to make their local governance systems more responsive. Written by internationally renowned experts from the International Development Department at the University of Birmingham, UK, and advisers at the Commonwealth Secretariat, Managing Change in Local Governance looks at the key drivers for change in local government, and at the factors which those implementing change need to take into account to ensure success. For senior managers in local government, policy makers in ministries of local government, and students and researchers in public administration with an interest in local government issues.
