Asia \ Local democracy

This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

Mainstreaming indigenous and local communities’ connections with nature for policy decision-making

Exclusion of Indigenous and local communities' connections to the rest-of-nature is a typical problem in policy-decision making. This paper highlights the key attributes of these connections and suggests evaluation pathways to mainstream them into policy development. For this, we integrate and apply the ecosystem services (ES) and human capability concepts. Five socio-cultural and economic values relating to peoples' well-being are identified as the core attributes for developing policy tools: (1) livelihoods; (2) social values; (3) cultural values; (4) spiritual values; and (5) capabilities. For policy tools, common ES frameworks and the relevant ES evaluation techniques that can be applied along with community participatory approaches, are considered. We recommend that developing a pluralistic policy platform is essential to appropriately comprehend Indigenous and local communities' connections with nature for enhancing well-being, not just sustaining livelihoods. A three-step process: (1) identifying attributes of natural systems that are vital for peoples' well-being (beyond their livelihoods); (2) developing locally-specific integrated frameworks; and (3) evaluating identified attributes (monetary and non-monetary), is clearly described in this paper to inform the policy-makers. Recognition and understanding of Indigenous and local communities’ values for nature beyond livelihood opportunities is essential for informing inclusive sustainable development processes and policies.

Regional organizations, gender equality and the political empowerment of women

Global and regional organizations play an important role in the development of legal and policy frameworks, as well as in the design of effective action plans to better support the advancement of the gender equality agenda at the global, regional and national levels. This report presents key instruments for promoting gender equality and political empowerment of women that are currently in place at the global and regional levels, highlighting the challenges, opportunities and successes that each organization has encounter in the implementation within their respective regions.

Municipal Council Elections in Maharashtra : A Data Analysis (1994-2013)

Collection and preservation of data of all the elections is necessary not only for understanding the dynamics of politics and but also for making improvements in the subsequent election.s It is unfortunate that very little data has been preserved of previous elections. Only data pertaining to number of reserved seats, voter turnout and seats won by different political parties is available and that too for Zilla Parishad, Panchayat Samiti, Municipal Council and Municipal Corporations only.

Transformation from below in Bolivia and Bangladesh: decentralization, local governance, and systemic change

I examine decentralization through the lens of the local dynamics it unleashed in the much-noted case of Bolivia and the less-noted case of Bangladesh. I argue that the national effects of decentralization are largely the sum of its local-level effects. Hence to understand decentralization we must first understand how local government works. This implies analysing not only decentralization, but also democracy, from the bottom up. Beginning with Bolivia, I explore the deep economic and institutional determinants of government quality in two extremes of municipal performance. From this I derive a model of local government responsiveness as the product of political openness and substantive competition. The quality of politics, in turn, emerges endogenously as a joint product of the lobbying and political engagement of local firms/interests, and the organizational density and ability of civil society. The model explains the micro-foundations of good vs. bad local government performance, and hence of Bolivia’s overall decentralization success. I then test these ideas using qualitative data from Bangladesh. The evidence shows that civic organizations worked with NGOs and local governments to effect transformative change from the grass-roots upwards – not just to public budgets and outputs, but to the underlying behaviours and ideas that underpin social development. In the aggregate, these effects were powerful. Key development indicators show Bangladesh leap-frogging past much wealthier India between 1990 and 2015. The combination of tests shows that the model generalizes to very different institutional, cultural, and economic contexts.

Education and Research via the Open University Malaysia (OUM) – An Opportunity for Local Government

In this era, the provision of education and dissemination of research-based knowledge need not be restricted to conventional methods such as classroom settings and face-to-face interactions. Advancements in communications via improved technologies enable people from all over the world to seek knowledge to support their needs, conduct global research via teleconferencing, and study at their own pace wherever they are and according to their level of ability. Naturally governments, too, are aware of this flexibility to increase their effectiveness and improve the capacity of their staff.
