Local democracy

This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

The Anatomy of Failure An Ethnography of a Randomized Trial to Deepen Democracy in Rural India

Programs that induce citizen participation to improve the quality of government at the local level are the subjects of large amounts of funding and intense debate. This paper combines a randomized control trial of a citizenship training and facilitation program in rural India, with an in-depth, four-year ethnography of the intervention to understand the underlying mechanisms of change. The quantitative data show no impact from the intervention. Household and village survey data from 100 treatment and 100 control villages show considerable improvement across a wide variety of governance and participation indicators over time, but the differences in the changes between treatment and control villages are not statistically significant. The detailed qualitative data from a 10 percent subsample allow us to unpack the reasons why the intervention "failed," highlighting the role of variations in the quality of facilitation, lack of top-down support, and difficulties with confronting the stubborn challenge of persistent inequality. However, the qualitative investigation also uncovered subtle treatment effects that are difficult to observe in structured surveys. The paper thus demonstrates that a concerted effort to use "thick description" to uncover the process of change using careful and detailed qualitative work can add value to standard impact evaluations.

Making Decentralization Reform Work: Opportunities and Innovations for Local Governance and Service Delivery in the Ukraine

Decentralization reforms, in which central government agencies transfer rights and responsibilities to local institutions, are high on the agenda in many countries in the Europe and CIS region. Decentralized, streamlined and empowered local governments are better equipped to meet citizen’s expectations for public services and better livelihoods, and to ensure transparent, effective and accountable government actions.To exchange experiences, review lessons learned and discuss challenges faced while effecting governance reforms at the subnational and local levels, the International Conference “Making Decentralization Reform Work: Opportunities and Innovations for Local Governance and Service Delivery” took place on 2-3 December 2015 in Kyiv, Ukraine.

The Dynamics of Devolution in Zimbabwe: A briefing paper on local democracy

The research on which this briefing is based was commissioned by ActionAid International Zimbabwe. Members of the research team were Shingirayi Mushamba, Leopold Bhoroma, Dr Innocent Chirisa and Alouis Munyaradzi Chaumba. The report, A Research Report on the Dynamics of Devolution and the Impact on Youth Participation in Local Government in Zimbabwe, was written by the consultants and submitted in May 2014. It has been shortened and edited by ActionAid Denmark and transformed into this briefing paper

Local democracy and local governance: benchmarking Rwanda against the Aberdeen principles

The purpose of the study was to carry out an assessment of local democracy and local governance through benchmarking Aberdeen principles on the local government system in Rwanda to appreciate the achievements and establish gaps and suggest appropriate recommendations for future improvement. As laid in the terms of reference, the study was guided by research questions for each of the 12 principles, which include, Constitutional and legal recognition for local democracy, political freedom to elect local representatives, partnership and cooperation between spheres of government, defined legislative framework, citizens participation in local decision making, open local government – accountability, open local government – transparency, scrutiny of the executive, inclusiveness, adequate and equitable resource allocation, equitable services viii and capacity building for effective leadership. The said Aberdeen principles were used to analyse and assess Rwanda’s local government system vis a vis the Aberdeen principles. In terms of methodology, the study employed extensive desk research, analysing local democracy and local governance structures, systems policies and processes in Rwanda. Evidence was collected and collated through wide-ranging literature review with limited field research.
