This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

The sustainable development goals and the global state of democracy indices

This issue of the GSoD In Focus explores the contribution that the Global State of Democracy (GSoD) Indices can make to the review of progress on the United Nations’ 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs). The GSoD Indices can be used to complement the official indicators of the SDGs, to acquire in-depth knowledge on trends in achieving the specific targets of individual SDGs. In this regard, the GSoD Indices can be used to provide data on the SDGs for poverty (SDG 1), hunger (2), health and wellbeing (3), education (4), gender equality (5), inequalities (10), sustainable cities and communities (11), peace, justice and institutions (16), and partnerships for the goals (17), as well as across the 2030 Agenda for Sustainable Development.

Role of community-based organizations (CBOs) in promoting citizen participation: A survey study of local government institutions of Punjab, Pakistan

This paper fulfills the much-needed research gap by the exploring the unknown contribution of CBOs in Pakistan. The paper has added value to the current literature by highlighting that unless there is strong political will and eagerness of local bureaucracy to give up their powers, the inclusion of citizen participation through CBOs in decision making of local government would just be a futile exercise.

Gender-Responsive Budgeting: The Case of a Rural Local Body in Kerala

This article discusses gender-responsive budgeting (GRB) at the local level in Kerala by studying a village panchayat, the lowest tier of rural local government. GRB of a rudimentary form, known as Women Component Plan (WCP), had been in existence at the local level for the last 20 years as a key feature of participatory planning. The study adopts a fourfold classification of all projects implemented in the panchayat on the basis of their gender friendliness and calculates allocation and expenditure under each of these categories. The data on which the article relies relate to the expenditure incurred under the annual plans rather than budgets, which are based on inflated and unreliable data. The article ends by making some observations based on the data and the overall experience of Kerala in gender budgeting.

Electoral and functional dynamics of zilla parishads and panchayat samitis in Maharashtra

Our report carries interesting insights into the role of elected members of the Zilla Parishads as well as Panchayat Samitis. Apart from examining what triggers candidates into local bodies, we’ve also tried to understand the relationships between elected members and the bureaucracy. After more than 200 interviews with stakeholders, we have developed some interesting insights on the functioning of women representatives within the PRIs. The report carries suggestions on electoral reforms which would be pertinent to the State Election Commission, Maharashtra as well as the State Government of Maharashtra.
