Pacific \ Local democracy

This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

The Routledge Handbook of International Local Government

The Routledge Handbook of International Local Government conducts a rigorous, innovative and distinctive analysis of local government within a comparative, international context. Examining the subject matter with unrivalled breadth and depth, this handbook shows how different cultures and countries develop different institutions, structures and processes over time, yet that all have some features in common – the most obvious of which is the recognition that some decisions are better made, some services better delivered, and some engagement with the state better organised if there is structured organisational expression of the importance of the local dimension of all these factors. Thematically organised, it includes contributions from international experts with reference to the wider context in terms of geographies, local government modes, recent developments and possible further lines of research. It has a wide academic appeal internationally and will steer a course between the two dimensions of mono-jurisdictional studies and ‘cataloguing’ forms of comparison.

Prioritizing Justice: Electoral Justice in Conflict-Affected Countries and Countries in Political Transition

When a country begins a political transition away from violent conflict or non-democratic rule, there are many difficult steps that it must take. Developing an electoral justice system, which includes the means and mechanisms to ensure that electoral integrity is maintained or restored when an electoral process is damaged by repression, misconduct, or irregularities, may appear to decision-makers to be a secondary concern or even an afterthought. This Policy Paper argues for the establishment of an electoral justice system at the outset of a transition, and before initial elections are held. It explains why doing so, despite the challenges, is so important, and offers recommendations on how to develop such systems, in an environment where an adequate legal framework and strong electoral justice institutions may not yet exist.

Decentralizing for a deeper, more supple democracy

We review recent evidence regarding decentralization and state strength and argue that decentralization can deepen democracy without compromising state strength if adequately designed. We examine how decentralization affects five key aspects of state strength: 1) Authority over territory and people, 2) Conflict prevention, 3) Policy autonomy and the ability to uphold the law, 4) Responsive, accountable service provision, and 5) Social learning. We provide specific reform paths that should lead to strengthening in each. Decentralizing below the level of social cleavages should drain secessionist pressure by peeling away moderate citizens from radical leaders. The regional specificity of elite interests is key. If regional elites have more to lose than gain from national schism, they will not invest in politicians and conflicts that promote secession. Strong accountability mechanisms and national safeguards of minority rights can align local leaders’ incentives with citizens’, so promoting power-sharing and discouraging local capture or oppression. “Fragmentation of authority” is a mistaken inference; what decentralization really does is transform politics from top-down to bottom-up, embracing many localities and their concerns. The state moves from a simpler, brittler command structure to one based on overlapping authority and complex complementarity, where government is more robust to failure in any of its parts. Well-designed reform, focusing on services with low economies of scale, with devolved taxation and bail-outs prohibited, should increase public accountability. Lastly, we advance a novel way that decentralization can strengthen democracy: by allowing citizens to become political actors in their own right, the small scale of local politics should promote social learning-by-doing, so strengthening political legitimacy, state-building, and ‘democratic suppleness’ from the grassroots upwards.

This resource guide provides practical guidance for designing, implementing and evaluating decentralisation reforms and local government practices to ensure they are as effective as possible. It also synthesises and presents current debates on the impact of decentralisation and local government on poverty reduction, service delivery and conflict as well as providing links to cutting-edge research and recent case studies.

The Commonwealth Local Government Forum: An Overview

The Commonwealth Local Government Forum (CLGF) was established in 1994, coinciding with rapid moves towards decentralisation at that time, especially in Commonwealth Africa. It uniquely brings together national associations of local government and individual councils, ministries responsible for local government, and training and research institutes with an interest in local government, on a common platform. This reflects an understanding that local government needs effective central government and vice versa if decentralisation is to be truly successful, and that research, training and practice need to be brought together in a constructive and creative way.CLGF’s developmental work can be divided into three main categories:Promotion and advocacy of local democracy and good governance, Exchange of experience, and Capacity building.This article provides a brief overview of the activities and projects which CLGF has underway in respect of these objectives. It will be complemented by more detailed papers on specific programmes and projects in this and future issues of the Commonwealth Journal of Local Governance
