Local democracy

This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

Decentralisation in India: Towards ‘Localism’ or ‘Regionalism’?

This paper offers a commentary on what decentralisation has come to mean in India, based on recent research conducted in Kerala, one of the southern states. In particular, the paper discusses the tensions between ‘regionalism’ and ‘localism’. It begins with a brief outline of how decentralisation is conceived within the broad literature. This is followed by a case study, where the shifts in forms of decentralisation adopted by the Kerala state government are examined. The paper concludes with key findings that underpin an understanding of decentralisation within the Indian context.

BOOK REVIEW: Improving Local Government

This book is a compilation of ten essays on local government with an introductory and concluding chapter. The themes discussed include metropolitan governance, the role of community leadership, the value of best practice as an administration technique, indigenous knowledge, intergovernmental relations, public-private partnerships and local management.

Municipal-Aboriginal Relations: An Ontario Perspective

In Canada, there are many examples of respectful relationships between municipalities and Aboriginal communities. Where Aboriginal peoples have concerns with the actions or inaction of governments (be they federal, provincial or municipal governments), it is often municipalities that are directly affected by the measures taken by Aboriginal peoples to express their concerns. To help reduce possible conflicts at the municipal level and find shared solutions, the Ministry of Municipal Affairs and Housing of the Province of Ontario has been advising municipalities in the province on the benefits of engaging and developing relationships with Aboriginal peoples.

Commonwealth Local Government Forum Pacific Project

The Commonwealth Local Government Forum (CLGF) Pacific Project works with local government and other stakeholders in nine Pacific Island countries – Cook Islands, Fiji Islands, Kiribati, Samoa, Papua New Guinea, Solomon Islands, Tonga, Tuvalu and Vanuatu. It seeks to strengthen local democracy and good governance, and to help local governments deal with the increasing challenges of service delivery and urban management in the unique Pacific environment. Human settlement patterns in the region are changing rapidly. The Pacific has traditionally been a rural agricultural/subsistence society, but this is no longer the case. The accelerated pace of urbanisation has impacted significantly on Pacific nations and in the very near future the majority of Pacific Islanders will be found in urban areas. Already over 50% of Fiji’s population are urban dwellers. Rapid urbanisation brings with it unique challenges and opportunities. Local governments are at the forefront of this phenomenon, with the responsibility to manage urban development and the transition from rural areas to cities and towns. Their success or failure to manage urbanisation and provide the required levels of physical and social infrastructure will affect many lives in a new urban Pacific. The project now has three components – the main Pacific Regional Project and two country-specific programmes: the Honiara City Council Institutional Capacity Building Project and the Commonwealth Local Government Good Practice Scheme in Papua New Guinea.

Improving local government: outcomes of comparative research

Local governments encounter mammouth problems, and although there is not one panacea that works internationally, this book argues that there are mechanisms to improve the local situation and theer is evidence that this can suceed. By considering a number of key case studies from Latin America, Africa and Asia, the authors review best practices in good governance, thereby demonstarting that things can improve at the local level.
