Local democracy

This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

Local level service delivery, decentralisation and governance: A comparative study of Uganda, Kenya and Tanzania

This paper summarises key findings from a comprehensive analysis commissioned by the Japan International Cooperation Agency (JICA) of the nature of decentralisation in the three East African countries: Kenya, Uganda and Tanzania.The specific objectives of the study were: Provide a basic comparative analysis of the forms and processes of decentralisation reforms in the three countries, analyse the specific modalities in the three countries for local service delivery planning and provision within the three sectors of basic education, primary health care and agricultural extension, with a particular emphasis on rural areas. TIDEMAND: Local level service delivery, decentralisation and governance: A comparative study of Uganda, Kenya and Tanzania CJLG May 2009 145, and explore the impact of the specific forms of decentralisation and local level service delivery arrangements in terms of efficiency, accountability (transparency) and democratic process (participation).

BOOK REVIEW: The limits of boundaries. Why city-regions cannot be self-governing.

If it really matters how a metropolitan region is governed, should it not be obvious on the ground? To take just three NewWorld examples of metropolitan-scale city councils, Calgary, Houston and Brisbane should have a different ‘look and feel’ to that of their fragmented equivalents, not to mention greater efficiency and equity stemming from their ability to manage growth across all or most of the urban region.

Place-Based Subnational Development: Unpacking Some of the Key Conceptual Strands and Normative Dispositions

This chapter offers a critical theoretically informed and policy-relevant exploration of some of the most prevalent conceptual strands informing place-based development scholarship, discourse, and practice. In doing so, it examines the emphasis on co-operation, open governance, and the assumption that all places have the potential to grow and prosper. Further, it analyzes normative dispositions – namely that place-based modes of subnational development could represent a viable and progressive approach which reconciles pervasive tensions between economic growth and spatial equity. In the process, the chapter identifies four key conceptual strands that characterize place-based development theory and practice.

Local democracy as a substitute for data (and rather a good substitute too)

Everyone seems to want data or more data. Data that helps target the 'right' people with the 'right' things. Data on the billions who suffer deprivations as legitimation for the entire aid and development business. Data to measure and monitor the global goals and targets that governments have agreed to (or hopefully will agree to within the proposed Sustainable Development Goals (SDGs). There is also an enthusiasm for mining existing datasets. All this was highlighted by A World That Counts, a report prepared at the request of the UN Secretary General. This suggests that the data revolution can be a revolution for equality.

The Limits of Boundaries: Why City-regions Cannot be Self-governing: Why City-regions Cannot Be Self-governing

With city-regions becoming increasingly important as sources of innovation and wealth in our society, does it follow that their institutions of government will become increasingly autonomous, allowing them to become self-governing? Andrew Sancton combines his own broad knowledge of global changes with an outline and comparison of the viewpoints of prominent social scientists to argue that city regions in western liberal democracies will not and cannot be self-governing. Self-government requires a territory delineated by official boundaries, but the multiple boundaries of city-regions, unlike the clear and undisputed boundaries of provinces and states, continue to move outward due to the constant growth and expansion of urban populations and services. "The Limits of Boundaries" clearly shows that difficulties in reaching agreements on boundaries fatally limit the capacity of city-regions to be self-governing.
