Local democracy

This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

Implementing the Aberdeen Agenda in South Asia: A regional training program for elected members

In 2005 CLGF members adopted the Aberdeen Agenda: Commonwealth Principles on Good Practice for Local Democracy and Good Governance. The twelve Principles were developed at the CLGF’s biennial conference in March 2005 and were subsequently forwarded to Commonwealth Heads of Government, who also adopted them as part of their commitment to fundamental political values when they met the following November. Since then members of CLGF have used them in a variety of different ways – to support their own policy making, to enhance their lobbying and advocacy work, and in some cases, notably in Pakistan and Uganda (see CJLG Issue 2), to undertake a selfassessment of the health of their systems of local democracy and governance.

Decentralization and Subnational Governance: Theory and Praxis

A trend towards decentralized systems of government and the strengthening of subnational governance is underway globally. However, decentralization has many different meanings, and it is frequently left undefined, even while it is being implemented. This chapter argues that enhanced understanding of concepts and theories can contribute to improved practice during decentralization reforms, and consequently be of benefit both to governments and their citizens. Drawing on the theoretical, research and public administration literature, an approach is adopted that aims to inform decentralization praxis, that is, the interplay of policy, strategy, implementation and review. The material is used as a foundation for presenting a synthesis-framework for praxis that draws attention to: appreciating the theoretical scope of fiscal decentralization; focusing on the country and its goals; considering the design of the system of multi-level governance; focusing on central and local capacity; and adopting flexibility, supported by feedback mechanisms, in the process of decentralization.

New Century Local Government: Commonwealth Perspectives

Democratic decentralisation through ‘conventional’ institutions of local government is facing increasing challenges, whether from financial pressures, questions of representativeness, difficult central-local relations and from a perhaps growing belief that local government has failed to realise its potential and there may be better ways of achieving societal goals. It is clear there is need to contemplate quite radical change to ensure local government becomes or remains ‘fit for purpose’. This collection of papers illustrates the way in which the role of local government is evolving in different parts of the Commonwealth and provides practical examples of new local government at work. It showcases emerging practice, and highlights success stories from new ways of working and challenges confronting local government in both developed and developing countries. New Century Local Government makes a very valuable contribution to helping understand the changing role of local government, and will ensure that practitioners are up-to-date with the most innovative initiatives in local government planning and administration.

The post-2015 global agenda – a role for local government

Commonwealth Journal of Local Governance - Issue 15, June 2014 As the period of implementation for the Millennium Development Goals (MDGs) draws to a close, the global community is actively debating what should replace them. Local government is working hard to ensure that the post-2015 global development agenda reflects the important role of local government in implementing the new targets. It is a unique opportunity for local government to make its voice heard, to promote the importance of localisation of the new targets, and to position local government as a key partner in the implementation of the new Sustainable Development Goals (SDGs)

Resource guide on decentralisation and local government

This resource guide provides practical guidance for designing, implementing and evaluating decentralisation reforms and local government practices to ensure they are as effective as possible. It also synthesises and presents current debates on the impact of decentralisation and local government on poverty reduction, service delivery and conflict as well as providing links to cutting-edge research and recent case studies.
