Network governance and capacity of local governments to deliver LED in Uganda

This paper discusses network governance and its contribution to the capacity of local governments (LGs) to deliver local economic development (LED) in Uganda. Although a formal LED policy was only established in Uganda in February 2014, there have been LED-inspired practices in the past decade. Various scholars and practitioners have observed that the autonomy and capacity of LGs to deliver LED is limited, but have been hopeful that new governance strategies like network governance would increase the capacities of LGs. However, neither network governance arrangements among LGs, nor their potential to improve governance capacity, have been documented. In a case study of Kyenjojo District, this paper finds that existing network governance arrangements have been fundamental in improving financial autonomy at this LG, delivering some income to invest in LED activities, although no evidence was found of reduced transaction costs in transforming local economies. The study further reveals that network governance arrangements have not led to the development of specialised skills in regulation or law enforcement, and capacity gaps are evident amongst staff and members in understanding the private sector and how it works. On a positive note, there is clear evidence of attempts by the LG to be innovative. Based on these findings, this study recommends that LGs need to consider a multi-pronged or multi-network governance approach to LED, which in turn will require a refocusing of governance mechanisms to become more dynamic and responsive, and offer incentives to the various actors in the development sector.

Governance lessons from public-private partnerships: examining two cases in the Greater Ottawa Region

Commonwealth Journal of Local Governance, Issue 15/16, June 2015 This paper is concerned with studying the administrative and democratic effects of PPP procurement involved in the realisation of two PPP projects in the Greater Ottawa region: Gatineau’s Robert-Guertin Arena and Ottawa’s Lansdowne Park. First, the paper reviews the theory regarding PPPs and democratic municipal governance. Second, it proposes a normative framework of good governance in the municipal sector, tailor-made to infrastructure matters. Third, it analyses the decision-making process and contractual agreements of both projects in order to identify key issues regarding infrastructure PPPs in municipalities. It concludes by drawing lessons from the analysis of the two projects and discussing the potential implications of our findings.

Rise in resident associational life in response to service delivery decline by urban councils in Zimbabwe

Commonwealth Journal of Local Governance, Issue 15/16, June 2015 This article links the decline of service delivery in urban councils in post-independence Zimbabwe to a rise in levels of residents associations. Poorer urban residents cannot easily escape poor public sector service delivery by resorting to the private market. In response to declining service delivery by councils, ratepayers form residents’ associations to do three main things. First, they confront councils and pressure them to restore delivery capability. Second, they produce those services that councils are unable or unwilling to provide. Third, they defend residents against the predatory actions of councils. However, the capacities of residents’ associations in these three areas have yet to be established. Notably, limited formal opportunities exist for engagement between councils and residents’ associations which restricts their effectiveness. This paper argues that, if supported, residents’ associations can deepen local democracy while simultaneously facilitating the repair of councils’ capabilities – thus meeting disparate community demands and organising members to contribute to council recovery.

Service delivery: focus on dipaleseng local municipality: Mpumalanga

The supply or lack of services impacts on people's quality of life, and so the Constitution of South Africa and other strategy documents emphasise the provision of services to all South African citizens irrespective of colour or creed. The services are vast and the responsibility for provision is divided between national, provincial and local authorities. This paper focuses on the delivery of services whose responsibility and accountability lies with the local municipalities, including: water; electricity; sanitation and refuse removal. The paper also explores the background to the recent unrest in the country with a focus on Dipaleseng Municipality, looking at its socio-economic situation, and challenges which include poverty, economic stability and provision of basic services. Sources of data include the South African media, journal articles, relevant documents, websites and databases.

Is monitoring implementation the key to preventing repeated workplace corruption?

This paper examines cases of low-level non-compliance in a municipal waste collection services and a state owned railway to identify some of the factors that could be contributing to reoccurring workplace corruption. The analysis suggests that a major factor in repeated workplace corruption is the failure to monitor and implement reforms recommended by investigations and existing organisational integrity systems.
