Local democracy

This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

The Effectiveness of Decentralisation on Community Development in Ghana, 1990–2012

The concept of decentralisation has shaped development thinking in contemporary times in both developed and developing countries. Indeed, the demand for decentralisation is strong throughout the world because of its link to community development and improving the quality of life of mass of the people in the rural areas. Decentralisation is globally recognised as the way of ensuring community participation and local development. However, some authors argue that the purported benefits of decentralisation leading to community development are not as obvious as proponents of decentralisation suggest. In Africa, decentralisation is implemented in various forms by governments across the continent. Indeed, in West Africa, it is difficult to find a country that does not have decentralisation programme. In Ghana, decentralisation has been practiced since 1988 and the populace has come to embrace it as the best way of ensuring development and local participation in governance. Nevertheless, after nearly three decades of implementing decentralisation, which has generated rather elaborate structures and processes, Ghana still struggles to realise the expected developmental progress, or achieve the envisioned structural and procedural effectiveness. This paper explores the relationship between decentralisation and community development in Sekyere Central District. Again the paper seeks to find out the contributions decentralisation has brought to the communities in Sekyere Central District and finally investigate whether decentralisation is working as it should in the district. This paper was carried out using a mixed method approach. Purposive sampling technique was adopted to select all the assembly members in Sekyere Central District. Both primary and secondary data were collected from the relevant sources in an effort to meet the objectives of the study. The regression analysis of all the assembly members indicated that, the calculated value F is 28.25 at 5% alpha level of significant (0.000). It shows that there is significant relationship between decentralisation and community development.

Decentralisation as a post-conflict state-building strategy in Northern Ireland, Sri Lanka, Sierra Leone and Rwanda

This paper explores decentralisation’s contribution to post-conflict state building in four Commonwealth countries: UK (Northern Ireland), Sri Lanka, Sierra Leone and Rwanda. Drawing on insights from senior local government officials, it explores post-conflict institutional arrangements and finds that decentralisation policy has made a significant, if varied, contribution to community cohesion, reconciliation and state legitimacy in each country. In Northern Ireland and to a lesser extent Sri Lanka, quasi-federal structures have enabled peace negotiations through greater autonomy and state legitimacy in the eyes of former separatists. This has however limited further devolution to sub-provincial local councils. In Sierra Leone and Rwanda, decentralisation has had a more developmental rationale. Greater equity in basic local service provision and more inclusive local governance has supported community cohesion and reconciliation in all four countries, though there are capacity gaps and coordination issues with central government agencies. There is evidence decentralisation has contributed to peace in all four countries although in Rwanda the restriction on pluralism has limited local government flexibility to address community needs. The case studies offer key lessons and signpost continuing challenges, which may help other governments to consider what features of decentralisation may work best for their post-conflict political settlement and the sociocultural dynamics of the communities they serve.

Taking stock of Rwanda’s decentralisation: changing local governance in a post-conflict environment

This article takes stock of Rwanda’s decentralisation by reviewing the existing evidence and putting it into perspective with the wider literature on decentralisation. It challenges the narrative that depicts the Rwandan decentralisation as a wholly negative or destabilising process by arguing that the focus of the scholarship on lack of popular participation should not ignore key dynamics that had significant stabilising effects. Yet, as the Rwandan economy and society are becoming more diversified, introduction of bottom-up mechanisms of decision-making will be necessary in the future to enhance the government responsiveness to evolving local needs and ensure stability in the long run.

Governing the Outer Islands: Decentralisation in Kiribati and Tuvalu

For over a decade the governments of Kiribati and Tuvalu have adopted decentralisation policies to strengthen the role of local-level authorities in development. This can be seen as a response to both domestic policy drivers and global trends. However, while Kiribati and Tuvalu share a common past and many of the same development issues, the decentralisation process has taken distinct paths in the two countries. This paper takes stock of the Kiribati and Tuvalu experience, drawing on research, country-specific project evaluations and practitioner perspectives. It focuses on local governance at the outer island level and examines three dimensions of the decentralisation process: policy drivers; central-local relations; and integration of traditional and modern institutions of governance.

BOOK REVIEW: Governing Cities in a Global Era: Urban Innovation, Competition and Democratic Reform (edited by Robin Hambleton and Jill Simone Gross)

Robin Hambleton and Jill Simone Gross have assembled a collection of papers which powerfully supports their argument that “those concerned with the future of cities, whether as academics or practitioners, should devote more time to instrumental learning from abroad.” Contributions range widely from the influence of globalisation and urbanisation, to the importance of understanding the unique impact of our own context; from innovation in the leading ‘world cities’ of the developed world, to the seemingly intractable problems of cities in the developing world; from celebrating the importance of a shift from government to governance, to contributions highlighting the potential of governance to undermine local democracy; and from the role of leadership to the dangers of persistent managerialism.
