Local democracy

This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

Making Decentralization Reform Work: Opportunities and Innovations for Local Governance and Service Delivery in the Ukraine

Decentralization reforms, in which central government agencies transfer rights and responsibilities to local institutions, are high on the agenda in many countries in the Europe and CIS region. Decentralized, streamlined and empowered local governments are better equipped to meet citizen’s expectations for public services and better livelihoods, and to ensure transparent, effective and accountable government actions.To exchange experiences, review lessons learned and discuss challenges faced while effecting governance reforms at the subnational and local levels, the International Conference “Making Decentralization Reform Work: Opportunities and Innovations for Local Governance and Service Delivery” took place on 2-3 December 2015 in Kyiv, Ukraine.

Overcoming Political Exclusion: Strategies for marginalized groups to successfully engage in political decision-making

This publication identifies hurdles preventing marginalized people from taking active part in customary and democratic decision-making. It highlights strategies for managing transition from political exclusion to inclusion and identifies lessons that could be adopted by marginalized groups. Drawing on experience from 38 case studies, the publication describes how different marginalized groups have worked to overcome barriers to their participation in political decision-making.
