Local democracy

This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

Explaining the transparency of local government websites through a political market framework

This paper contributes to the literature on government transparency by addressing the question of what drives the differences in local government levels of transparency. Our main objective is to ascertain whether transparency is mainly driven by the leadership, capacity and other political traits of the local governments themselves – “supply-side determinants” – or, rather, if it hinges on social, cultural and/or other local community factors (“demand-side” determinants). We test the hypotheses derived from this theoretical framework using the results of the Municipal Transparency Index which is based on the information disclosed in the local governments' official websites and was applied to all Portuguese municipalities for the first time in 2013. Our findings indicate that municipalities with less financial autonomy, run by male mayors, with a larger number of consecutive terms in office, and smaller margins of victory in local elections display lower levels of transparency. On the demand-side, the unemployment rate and the average age of the municipal population emerge as the best predictors and are both negatively associated with transparency.

An Application of a Multicriteria Model to Assess the Quality of Local Governance

This article presents a method to assess the quality of local governance practices. The multicriteria decision analysis modeling approach is illustrated through a real application (Portuguese municipalities). To define the criteria, performance descriptors, and reference levels in each dimension of local governance, and to account for the differences in preference of scoring in each criterion, the judgments of legitimate stakeholders were considered through decision conferencing. The constructed “Municipal Governance Indicator” is calculated for the case of Lisbon to show the outputs of the model and its potential usefulness.

Local Government Benchmarking

he various facets of “measurement,” “comparison,” “evaluation,” and “monitoring” of government performance stubbornly continue to be topics of international relevance. Within this context, debates focusing on the subnational level of governance have been claiming more and more space in the academic and policy arenas. The extra attention given to the “local” is easier to explain. The decisions and actions of local executives have a very real and immediate impact on people’s lives. Local governments are the closest link to the State for the majority of the world population. They are responsible for crucial policy sectors such as spatial planning, transport, and utility services and are also the enablers of many social and cultural activities (LSE Cities 2016). While most people already lives in cities, urbanization trends will continue to put strain, but also relevance, on local government institutions around the globe. In fact, the decentralization of powers from nation states to local governments can currently be observed across jurisdictions.

Local Government Level Restorative Adjudication: An Alternative Model of Justice for Children in Bangladesh

Keeping the best interests of children in mind, this paper examines the prevailing restorative model of justice at local government level of Bangladesh and argues that this model, if adequately activated and reformed, can be a desirable alternative to the formal system of justice for children who come into contact or conflict with the law. In doing so, the paper outlines the historical development of local government adjudication mechanisms, analyzes the existing norms and procedure of such adjudication, outlines the potential of such adjudication bodies as viable alternatives to juvenile courts in protecting the best interests of children, sets out the shortcomings of the local government bodies and the challenges involved in capturing their potential, and finally suggests a number of ways in which the model could be improved.
