Local democracy

This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

Involving the third sector in local service delivery in Bangladesh: why and how?

Commonwealth Journal of Local Governance, Issue 15/16, June 2015 The rise of involuntary and non-government efforts to deliver services in Bangladesh has opened the way for local government units to involve many community and voluntary organisations (CVOs) and non-governmental organisations (NGOs) – collectively described as the ‘third sector’ – in delivering local services. This article attempts to set out how the third sector can be incorporated into the stream of local service delivery. It analyses the rationale behind the engagement of the third sector in this area. It also looks at suitable mechanisms to enable local government institutions (LGIs) and third sector organisations to meet community objectives seamlessly, transparently and fairly. During the last two decades or so, many third sector organisations have collaborated with public sector organisations including LGIs regardless of any specific long term strategies. To involve the third sector in local service delivery there should be some clear cut standard procedures, strategies including commissioning, partnership, competitive contracting and co-production. The article concludes that, given the current situation of LGIs in Bangladesh, only co-production is a suitable mechanism for incorporating the third sector into local service delivery.

Challenges to implementing of development plans at local-level government in Papua New Guinea

The 1995 local-level government reforms undertaken in Papua New Guinea (PNG) were largely in response to increasing concern that the public service was failing in its responsibility towards the people. As a result, the 1995 Organic Law on Provincial and Local Governments (OLPLLG) was established. The prime purpose of this was to address the issue through deeper engagement of the lower levels of government, particularly local-level governments (LLGs). Almost two decades on, poor socio-economic conditions and deterioration in infrastructure/services suggest that the proposed change has not materialised. This paper addresses the question of whether the lower tiers of government are capable of implementing the development plans under the reforms. The paper finds that the 1995 reforms have made LLGs dependent upon their Joint District Planning and Budget Priorities Committee (JDP&BPC) and their district administration, which have become the main impediment to local government effectiveness. This in turn has greatly hindered LLG capacity and has reinforced unequal relations, rather than assisting service delivery in PNG. There is therefore a need to make LLGs more effective players.

The politics of municipal fragmentation in Ghana

The scholarly debate over the rival merits of local government consolidation and fragmentation is an old but enduring one. However, in this debate very little attention has been focused on the political dimension of council amalgamation and fragmentation – yet political considerations play a central role in both the formulation and outcomes of de-concentration policy. The purpose of this article is to fill a gap in the literature by examining local government fragmentation in Ghana from 1988 to 2014. The article does this by identifying the key players and analysing their interests and gains, as well as the tensions arising from the fragmentation exercise. The implications from the Ghanaian case for more general theories of fragmentation are drawn out.

Governance lessons from public-private partnerships: examining two cases in the Greater Ottawa Region

Commonwealth Journal of Local Governance, Issue 15/16, June 2015 This paper is concerned with studying the administrative and democratic effects of PPP procurement involved in the realisation of two PPP projects in the Greater Ottawa region: Gatineau’s Robert-Guertin Arena and Ottawa’s Lansdowne Park. First, the paper reviews the theory regarding PPPs and democratic municipal governance. Second, it proposes a normative framework of good governance in the municipal sector, tailor-made to infrastructure matters. Third, it analyses the decision-making process and contractual agreements of both projects in order to identify key issues regarding infrastructure PPPs in municipalities. It concludes by drawing lessons from the analysis of the two projects and discussing the potential implications of our findings.

Who will look after England’s rural disadvantaged now?

Commonwealth Journal of Local Governance, Issue 15/16, June 2015 For more than 100 years, non-landed and non-establishment interests in rural England were represented by a succession of three quasi-independent government bodies (quangos). These were the Development/Rural Development Commissions, the Countryside Agency, and the Commission for Rural Communities (CRC). Their roles embraced, to varying degrees, policy, practice, and advocacy. In 2013 the British government closed the CRC and absorbed aspects of its responsibilities into the civil service. The implications of this decision for the disadvantaged people and places of rural England are explored. The potential for land-related interest groups and traditional elites to increase their influence as a consequence, is considered. First the histories of the three quangos and the main interest groups are described. The views of the latter – and others with related interests - were sought (unsuccessfully), together with the opinions of people involved in one or more of the quangos, and, or, the civil service successor unit. These are presented and discussed and conclusions are drawn relating to consequential ‘gaps’ in independent policy and research. The aim is to stimulate discussion about the implications for rural England of closing the CRC; the loss of this small organisation may have unexpected long-term consequences. The eventual significance of this decision has yet to be determined.
