Asia \ Local democracy

This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

Role of community-based organizations (CBOs) in promoting citizen participation: A survey study of local government institutions of Punjab, Pakistan

This paper fulfills the much-needed research gap by the exploring the unknown contribution of CBOs in Pakistan. The paper has added value to the current literature by highlighting that unless there is strong political will and eagerness of local bureaucracy to give up their powers, the inclusion of citizen participation through CBOs in decision making of local government would just be a futile exercise.

Transformation in Philippine local government

This research examined the challenges, enablers and outcomes of organisation transformation in Philippine local governments. We combined a multi-case study research design and backward mapping approach in collecting and analysing narratives from 55 leaders in 9 Filipino local government units (LGUs) that have successfully undergone transformation. Results show that the transformations of the LGUs appear to have been catalysed by three interrelated elements: vision, LGU leadership and citizen engagement. The transformation in the local governments concentrated on multiple foci of reform including structure and systems improvement, culture change, human-resource development as well as policy and programme development. This holistic approach enabled the transformation of bureaucratic and unprofessional government service to transparent, professional and efficient public service that engendered pride, transparency and social equity. Implications of the proposed model for transforming LGUs and in developing LGU leaders for good governance are discussed.

The Imperative of Good Local Governance: Challenges for the Next Decade of Decentralization

The Imperative of Good Local Governance is a true state-of-the-art volume in the field of local governance, decentralization and local democracy summarizing a substantial part of the insights from original research in the last decade. It is also a future-looking volume with explicit policy relevance, paving the way for innovative thinking (and acting) on the next phase of development in the field. In a unique way it brings together authoritative contributions from authors that to a large extent have been defining the field for the last decade or more. From a theoretical perspective it is adjoining top–down and bottom–up rationalities, which is further illuminated through a wide variety of key case studies. The case studies are selected for their relevance for the theoretical perspectives offered, as well as for their paradigmatic power in the current global evolution of decentralized policies and politics. The volume concludes that overall, local development and local politics will not go away – it has a huge potential – but also that the field is full of unfulfilled promises, some of which could be remedied through the perspectives revealed in this volume.

Approaches to strengthening local government: lessons from Sri Lanka

This article sets out to describe recent approaches to strengthening local government within the framework of the World Bank's Municipal Management Programme (1985–95) in Sri Lanka. The article examines a number of innovations adopted within the programme that are of general relevance to the task of strengthening local government throughout the developing world. The article briefly outlines the background to the present system of local government showing that, whilst existing structures and functions remain relatively weak, a number of important innovations have been introduced to assist with the process of strengthening local resource mobilization and improving performance in service delivery, and enhancing certain aspects of accountability, particularly those areas concerned with the allocation and use of public funds. Since a number of these innovations have wide applicability to the process of local government strengthening and reform it is hoped that this article will demonstrate the practical relevance of certain key innovations for practitioners and policy makers elsewhere.

Deep democracy: urban governmentality and the horizon of politics

: This paper describes the work of an alliance formed by three civic organizations in Mumbai to address poverty – the NGO SPARC, the National Slum Dwellers Federation and Mahila Milan, a cooperative representing women’s savings groups. It highlights key features of their work which include: putting the knowledge and capacity of the poor and the savings groups that they form at the core of all their work (with NGOs in a supporting role); keeping politically neutral and negotiating with whoever is in power; driving change through setting precedents (for example, a community-designed and managed toilet, a house design developed collectively by the urban poor that they can build far cheaper than public or private agencies) and using these to negotiate support and changed policies (a strategy that develops new “legal” solutions on the poor’s own terms); a horizontal structure as the Alliance is underpinned by, accountable to and serves thousands of small savings groups formed mostly by poor women; community-to-community exchange visits that root innovation and learning in what urban poor groups do; and urban poor groups undertaking surveys and censuses to produce their own data about “slums” (which official policies lack and need) to help build partnerships with official agencies in ways that strengthen and support their own organizations. The paper notes that these are features shared with urban poor federations and alliances in other countries and it describes the international community exchanges and other links between them. These groups are internationalizing themselves, creating networks of globalization from below. Individually and collectively, they seek to demonstrate to governments (local, regional, national) and international agencies that urban poor groups are more capable than they in poverty reduction, and they also provide these agencies with strong community-based partners through which to do so. They are, or can be, instruments of deep democracy, rooted in local context and able to mediate globalizing forces in ways that benefit the poor. In so doing, both within nations and globally, they are seeking to redefine what governance and governability mean.
