Proposals invited to develop guidelines for Private Finance Initiatives

 

The Ministry of Housing and Urban Development (MHUD), Eswatini, with support from the Commonwealth Local Government Forum (CLGF) intends to develop guidelines for Private Finance Initiatives (PFI) for urban local authorities in Eswatini. The proposed guidelines follow the development of a Strategic Action and Implementation Plan to inform the localisation of the national Public, Private Partnerships (PPP) Policy at local government level, by urban local authorities. The guidelines will assist primarily the MHUD and Swaziland’s 14 urban local authorities to explore available funding models within public and private sectors.

The Commonwealth Local Government Forum (CLGF), an international, membership organisation representing local government across the Commonwealth, is recruiting for the following two roles, based in Lahore, Pakistan:

 

Both positions will work on a project to support the local councils associations and, through them, local government across Pakistan entitled Strengthening the Associations of Local Governments and their Members for Enhanced Governance and Effective Development Outcomes in Pakistan. This is a joint project in partnership with the Local Council Association of the Punjab (LCAP) with funding from the EU Delegation to Pakistan.

Gross annual salary and benefits: € 31,200, subject to statutory tax deductions.

The Commonwealth Local Government Forum (CLGF) is an international, membership organisation representing local government across the Commonwealth. CLGF Caribbean is leading a Commonwealth-wide programme with its members, supported by the European Union, to promote local government and support its role as a partner in development. The project supports the Framework Partnership Agreement which was signed witht he EU in 2015. 

 

The project - Supporting local government as an actor in development (SGA2) - aims to enhance local governance and service delivery with a particular focus on strengthening decentralisation, enhancing LED and localising the SDGs. Additionally it provides support for CLGF to work with its members to strengthen and animate the Commonwealth Women in Local Government Network and the Commonwealth Sustainable Cities Network.

Research Officer to:

 

  • provide practical research support to strengthen CLGF’s advocacy and programme work;
  • contribute to CLGF publications, commission research, and develop toolkits/ materials for the benefit of CLGF members;
  • coordinate CLGF’s Research Advisory Group.
