Europe \ Local democracy

This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

Making Decentralization Reform Work: Opportunities and Innovations for Local Governance and Service Delivery in the Ukraine

Decentralization reforms, in which central government agencies transfer rights and responsibilities to local institutions, are high on the agenda in many countries in the Europe and CIS region. Decentralized, streamlined and empowered local governments are better equipped to meet citizen’s expectations for public services and better livelihoods, and to ensure transparent, effective and accountable government actions.To exchange experiences, review lessons learned and discuss challenges faced while effecting governance reforms at the subnational and local levels, the International Conference “Making Decentralization Reform Work: Opportunities and Innovations for Local Governance and Service Delivery” took place on 2-3 December 2015 in Kyiv, Ukraine.

Local democracy today and tomorrow - learning from good practice

This paper provides an overview of key trends and developments impacting on local democracy and is intended to be a broad-ranging background paper to assist in discussions at a workshop organised by the International Institute for Democracy and Electoral Assistance (International IDEA), in partnership with the Commonwealth Local Government Forum (CLGF), to be held in Stockholm in early November 2014, which will bring together academics and practitioners to explore current trends and developments in local democracy.

SEA: comparing open perspectives on planning sustainability in Sardinia (Italy) and Torbay (Devon)

This paper discusses crucial aspects of Strategic Environmental Assessment (SEA) through a comparison of two case studies: the SEA of the Torbay Local Transport Plan 2006-2011 (LTPT) published by Torbay Council, and the Masterplan of the Port of the City of Cagliari, 2010 (MPPC) published by the Autorità Portuale di Cagliari in Sardinia, Italy, to provide evidence and lessons of good practice for both the UK and Italy. These include the assessment of: i. the endogeneity of the SEA process’ with respect to the planning process; ii. the sustainability and participation approaches; iii. the way available alternative planning options are compared; iv. the definition of the monitoring process. The paper is based on an analysis of the written plans and their SEAs rather than a wider trawl of sources, on the basis that the plan preparation process should be explicit within the plan.

Resource guide on decentralisation and local government

This resource guide provides practical guidance for designing, implementing and evaluating decentralisation reforms and local government practices to ensure they are as effective as possible. It also synthesises and presents current debates on the impact of decentralisation and local government on poverty reduction, service delivery and conflict as well as providing links to cutting-edge research and recent case studies.

Is monitoring implementation the key to preventing repeated workplace corruption?

This paper examines cases of low-level non-compliance in a municipal waste collection services and a state owned railway to identify some of the factors that could be contributing to reoccurring workplace corruption. The analysis suggests that a major factor in repeated workplace corruption is the failure to monitor and implement reforms recommended by investigations and existing organisational integrity systems.
