This section contains information relating to all aspects of lcoal democracy and good governance at the local level. The Commonwealth principles on good practice for local democracy and good governance - known as the Aberdeen Agenda - which have been adopted by all CLGF members and are incorporated in the Commonwealth Charter, set the framework for the promotion of local democracy in the Commonwealth. The materials in this section relate to the constitutional and legal provisions for local government and include a range of studies, policy and training materials on local elections, leadership, community participation, representative local government, local government management and partnerships between local government and other key stakeholders such as traditional authorities.

Women’s leadership in local government in the Caribbean

Women and men are traditionally cast in different roles, with males being leaders in the workplace, home and government. In contrast, communities promote women as caregivers who support male leaders and shape future generations as mothers, mentors and teachers. In recognition of this societal view of women that often led to inequality and inequity, the UNDP listed Gender Equality and empowering women as one of eight Millennium Development Goals. The post-2015 Sustainable Development Goals, adopted by the United Nations in autumn 2015, also included gender equality and empowering women as Goal 5. In its work in the Caribbean, the Caribbean Local Economic Development Project (CARILED) examined gender as it relates to micro, small and medium enterprise (MSME) development in six Caribbean countries. The findings of this study showed gender gaps for both male and female entrepreneurs in different areas of development. Traditionally gendered roles for MSME sectors, access to financing and lack of adequate guidance or community support were some areas that affected men and women differently in the region. The study outlines ways in which male and female leaders can address traditional gender roles by identifying priority areas for development, creating an enabling environment for start-ups and expansion, and fostering a policy and legislative base that facilitates ease of doing business. The recommendations further describe the public–private partnerships needed to successfully meet gender gaps, and the importance of both elected officials and technocrats in inter alia community engagement and advocacy towards local economic development. The importance of gender equality among elected officials and technocrats, and the influence gender has on determining priority areas of focus within local government strategic plans for communities are also set out within this paper.

Transformation from below in Bolivia and Bangladesh: decentralization, local governance, and systemic change

I examine decentralization through the lens of the local dynamics it unleashed in the much-noted case of Bolivia and the less-noted case of Bangladesh. I argue that the national effects of decentralization are largely the sum of its local-level effects. Hence to understand decentralization we must first understand how local government works. This implies analysing not only decentralization, but also democracy, from the bottom up. Beginning with Bolivia, I explore the deep economic and institutional determinants of government quality in two extremes of municipal performance. From this I derive a model of local government responsiveness as the product of political openness and substantive competition. The quality of politics, in turn, emerges endogenously as a joint product of the lobbying and political engagement of local firms/interests, and the organizational density and ability of civil society. The model explains the micro-foundations of good vs. bad local government performance, and hence of Bolivia’s overall decentralization success. I then test these ideas using qualitative data from Bangladesh. The evidence shows that civic organizations worked with NGOs and local governments to effect transformative change from the grass-roots upwards – not just to public budgets and outputs, but to the underlying behaviours and ideas that underpin social development. In the aggregate, these effects were powerful. Key development indicators show Bangladesh leap-frogging past much wealthier India between 1990 and 2015. The combination of tests shows that the model generalizes to very different institutional, cultural, and economic contexts.

Institutional policy learning and formal federal-urban engagement in Canada

Canada has experienced two formal federal ministries dedicated to addressing urban issues. The first, the Ministry of State for Urban Affairs, encountered resistance from provincial governments and its fellow departments. Both worked to undermine it. The second, the Ministry of State for Infrastructure and Communities, was created with a more conciliatory tone towards the provincial governments and its ministerial colleagues. This paper examines the establishment of both ministries and tracks their efforts using a policy learning and lesson-drawing framework, concluding that common institutional actors, such as the Privy Council, were responsible for the Ministry of State for Infrastructure and Communities’ change in tone and approach to multilevel governance. General lessons are drawn about inter-governmental relations and multi-level policy formation in federal systems.
