Developmental local government: putting local government at the heart of development

Background discussion paper for the 2013 Commonwealth Local Government Conference, Kampala Research reports. The paper sets the context for developmental local government and reflects on what the term means in respect of the different systems of local government and approaches to local government across the Commonwealth. Chapter 1 looks at the global environment and how global challenges are impacting on governance, service delivery and development at the local level. Chapter 2 looks at how we define developmental local government in the different regions of the Commonwealth. It also sets out a case study on South Africa’s experience of defining developmental local government within a system of cooperative governance, and how it has impacted on development at the local level to date. Chapter 3 focuses on the fundamental enablers for developmental local government: The political framework, Financing local government, Human resource management and capacity, Enabling citizen participation Chapter 4 looks at key priorities for the post 2015 global development agenda and considers the role for local government in a post 2015 context as a key partner in development, providing a voice for local communities and implementing many of the key services essential to reducing poverty. Chapter 5 reflects on practical approaches to developmental local government and looks at different ways in which local government is playing a central role in local development. Resource guide on decentralisation and local government

This resource guide provides practical guidance for designing, implementing and evaluating decentralisation reforms and local government practices to ensure they are as effective as possible. Australia-Papua New Guinea Good Practice Scheme: Alotau-Sunshine Coast

A request by Alotau Urban Local Level Government (AULLG) was submitted to the Commonwealth Local Government Good Practice Scheme in the Pacific (CLGGPS) in early 2007 for assistance to improve waste management practices. The intention of AULLG was to improve waste management practices within the town in order to ensure that it was kept clean and tidy with a view to enhancing its natural beauty. A direct benefit of this would be Alotau’s desire to become a tourist destination as the region has a huge potential for further development and the subsequent job creation this enhanced industry would bring. AULLG also needed assistance to ensure that waste management administration including budgeting and billing supported a sustainable program for the future.

Institutional Barriers to Developing Community Indicators in New Zealand: A Preliminary Assessment

There has been enormous activity in many countries and by international agencies during the last few decades to develop indicators to measure trends in different attributes of the environment, including indicators for community wellbeing and for sustainable development. Identifying appropriate indicators of economic, social, environmental, cultural and democratic progress across local government boundaries, as a basis for a strategy to enhance community governance, and as part of a national system of sustainability indicators, is a challenging task. An important dimension that is implicit rather than explicit in the current literature is the significance of institutional barriers to developing indicators. Informed by recent New Zealand experiences, our objective in this paper is to examine those institutional barriers within the context of achieving the wider objectives of the New Zealand Local Government Act 2002 to strengthen participatory democracy and community governance, and the ‘whole-of-government’ sustainable development paradigm that underpins it. We argue that the significance of undertaking the task of indicator development in a collaborative and participatory as well as technically satisfactory manner should not be under-estimated.

Commonwealth Local Government Forum Pacific Project

The Commonwealth Local Government Forum (CLGF) Pacific Project works with local government and other stakeholders in nine Pacific Island countries – Cook Islands, Fiji Islands, Kiribati, Samoa, Papua New Guinea, Solomon Islands, Tonga, Tuvalu and Vanuatu. It seeks to strengthen local democracy and good governance, and to help local governments deal with the increasing challenges of service delivery and urban management in the unique Pacific environment.Human settlement patterns in the region are changing rapidly. The Pacific has traditionally been a rural agricultural/subsistence society, but this is no longer the case. The accelerated pace of urbanisation has impacted significantly on Pacific nations and in the very near future the majority of Pacific Islanders will be found in urban areas. Already over 50% of Fiji’s population are urban dwellers. Rapid urbanisation brings with it unique challenges and opportunities. Local governments are at the forefront of this phenomenon, with the responsibility to manage urban development and the transition from rural areas to cities and towns. Their success or failure to manage urbanisation and provide the required levels of physical and social infrastructure will affect many lives in a new urban Pacific.The project now has three components – the main Pacific Regional Project and two country-specific programmes: the Honiara City Council Institutional Capacity Building Project and the Commonwealth Local Government Good Practice Scheme in Papua New Guinea.
