Fresh pipes with dirty water: How quality of government shapes the provision of public goods in democracies

A large strand of research holds that democracy with its broad representation and electoral accountability is beneficial for the provision of public goods. Yet, there is a large variation in how democracies perform, indicating that democratic institutions alone do not suffice for securing citizens’ wellbeing. Recent studies have stressed the equal importance of state capacity for public goods delivery. These studies, however, rarely investigate how the lack of state capacity mutes the effects of democratic institutions on public goods provision. This article addresses this gap by using a mixed methods design. First, the conditional effects of democracy and quality of government (QoG) are tested on the previously under-researched domain of the provision of clean water. The results show that democracy is associated with higher water quality only in countries where QoG is high. If QoG is low, more democracy is even related to lower water quality. The second stage of the analysis proceeds by examining how poor QoG disrupts the effects of democracy on public access to safe drinking water using interview data from a typical case of Moldova. The analysis illustrates that democracy has a number of positive effects and incentivises politicians to focus on the visible aspects of water provision, including the expansion of the water pipe network. However, low QoG hampers adoption and implementation of long-term policies necessary for securing an aspect of water provision that is harder to achieve – namely water quality. This leaves the fresh pipes with dirty water.

Governing urban accessibility: moving beyond transport and mobility

Access to people, goods, ideas and services is the basis of economic development in cities. The better this access, the greater the economic benefits through economies of scale, agglomeration effects and networking advantages. The way in which cities facilitate accessibility also impacts directly on other key aspects of human development, social inclusion and well-being. Accessibility is created through a complex interplay of urban form and transport systems. Thus, governing urban accessibility requires moving beyond conventional urban transport considerations linked to mobility and movement. Such a re-framing implies a far greater recognition of urban form characteristics like land use, distribution of densities and urban design, in addition to transport characteristics like infrastructures, service levels and travel speeds. A new interface between these characteristics has emerged as a result of shared mobility systems, putting additional pressure on city governments to act as system integrators. Based on a literature review, empirical insights from a global survey and the case-study cities of London, NYC and Berlin, this paper explores the institutional capacities of shifting from governing urban transport to urban accessibility. The evidence shows that there are entrenched misalignments which may impact negatively on the capacity to pair planning and policies essential for delivering better accessibility. Furthermore, it is clear that “hierarchies” and “networks” are not mutually exclusive when it comes to integrated governance of accessibility. The findings also suggest that cities may be better equipped to integrate shared mobility and consider mobility as a service than to pursue more wide-ranging metropolitan accessibility policies.

Local Government in England Centralisation, Autonomy and Control

The book explores the claim that English local government exists in one of the most centralised relationships with national government. Such a position fundamentally undermines any notion of local self-government and makes the term ‘government’ in local government a misnomer. The book will examine how the erosion of the autonomy, powers, roles, functions and responsibilities of English local government came about, the arguments of centralisers and localisers to support their view of the constitutional status of local government, and its overall role in the government of England. The book offers an antidote to the onward march of centralisation by offering a new vision of local government which emphasises both ‘local’ and ‘government’.

Making infrastructure work for men and women

This report provides a gender review of a decade and a half of World Bank infrastructure lending for 1,246 projects. The objective of this review is to assess the status of and trends in gender integration in the World Bank infrastructure portfolio, and to establish a baseline for monitoring and enhancing gender integration in line with commitments made for the 2006 Gender Action Plan.
