Comparing local fiscal autonomy in the water and sanitation sectors of Johannesburg and Nairobi

The rationale for local fiscal autonomy suggests that local expenditure and local revenue generation should remain in close proximity. This is achieved through fiscal decentralisation to local government, to ensure efficient provision of local services that align with local needs, and to improve accountability to residents. Fiscal decentralisation has found resonance in developing countries through local government reforms, but in Africa fiscal decentralisation has been focussed mainly on revenue sharing, except in a few cases where some local fiscal autonomy has been achieved. Urbanisation in Africa is likely to continue (UN-Habitat, 2008), necessitating an increase in municipal service delivery which African cities must finance - hence the need for local fiscal autonomy. Local fiscal autonomy is arguably contentious for African cities, partly because provision of municipal services must be tempered with considerations of equity and redistribution to the poorer urban populations, and because inadequate welfare nets from national government do not subsidise the gap in municipal revenue. In the recent past, Kenya and South Africa adopted local government reforms in different forms that has yielded different forms of local fiscal autonomy. The paper conducts a comparative of local fiscal autonomy in municipal services provision in Nairobi and Johannesburg.

Social inclusion in North Sydney LGA

Social exclusion in the North Sydney local government area has increasingly become a matter for concern in the last decade. In 2005/2006 local government community service referrals indicate that there were growing numbers of people living on their own with little contact or engagement with community services and social activities. It was also suggested that older people at risk of social exclusion were living in poor housing conditions and experienced serious health issues. The ABS 2006 census data highlights that the North Sydney Council area has a significantly larger number of people living on their own (33%) compared to the rest of New South Wales (22%). This paper will present a number of different perspectives of social exclusion and consider why people in North Sydney become isolated. It will provide a brief analysis of existing programs designed to reduce social isolation and where they fit in the service system by using case studies of people who have been identified as at risk of becoming socially isolated in the North Sydney area. We will evaluate the case studies and provide several policy recommendations.

Australia-Papua New Guinea Good Practice Scheme: Alotau-Sunshine Coast

A request by Alotau Urban Local Level Government (AULLG) was submitted to the Commonwealth Local Government Good Practice Scheme in the Pacific (CLGGPS) in early 2007 for assistance to improve waste management practices. The intention of AULLG was to improve waste management practices within the town in order to ensure that it was kept clean and tidy with a view to enhancing its natural beauty. A direct benefit of this would be Alotau’s desire to become a tourist destination as the region has a huge potential for further development and the subsequent job creation this enhanced industry would bring. AULLG also needed assistance to ensure that waste management administration including budgeting and billing supported a sustainable program for the future.
