Public service delivery in South Africa: The political influence at local government level
This paper analyses poor service delivery at local government level, which is attributed to the politicisation of administrative components in municipalities, resulting in poor local governance. The public service delivery system has been perceived as one of the most important ways of reducing poverty through poverty alleviation programmes. As part of the South African government's cooperative system, key stakeholders in municipalities ought to adopt an integrated approach to public service delivery. An integrated approach to public service delivery demands that local municipalities, together with relevant stakeholders, integrate processes and services to ensure effective and efficient service delivery. This ultimately will result in an improved standard of living and sustainable livelihood for communities. With regard to public service delivery, local municipalities have the obligation of creating income opportunities people, especially the poor, with the sole aim of contributing towards poverty reduction and the realisation of the expectations of people, as stated in the South African government's White Paper of transforming public service delivery. The political interface in local municipalities greatly affects effective and efficient administration, as well as growth opportunities. Administrators, therefore, have the important function of ensuring that explicit assignments of objectives and administrative functions are wholly separated from the policymaking activities of government. This paper, therefore, suggests that municipalities adopt the merit system and abandon the spoils system that is highly characterised by political favours and political interferences. Political favours and interferences are dominant in local South African government, and they hinder the process of providing services equally.

Local governance to tackle multidimensional poverty and inequality
The general objective of this paper is to describe the position of Oxfam and ARCO on how local governance processes play a crucial role in the implementation of the 2030 Agenda for Sustainable Development. We believe that a common understanding and framework for local governance is urgently required to build more consistent and effective development strategies and initiatives. In particular, we aim to emphasise the importance of enabling local actors to lead and influence policy action and practices within a system of multilevel relations, in order to tackle multidimensional poverty and inequality. To achieve this end, we embrace the Sustainable Human Development approach in order to analyse local governance and policy issues in relation to the SDGs and the localization of these goals. In this respect, this paper contributes to Oxfam’s Theory of Change – based on the combination of active citizens and effective states (Green, 2012) – by integrating in both conceptual and operational terms the synergies between local action and national policies leading to social change for human “flourishing”.

Recent trends in Gender Mainstreaming and Poverty Alleviation: The Kudumbashree Initiative
Kudumbashree was officially launched in 1998 in the State of Kerala, India, with the objective of eradicating absolute poverty in 10 years through community action. It is a comprehensive women-based poverty eradication programme jointly initiated by Government of Kerala and National Bank for Agriculture and Rural Development (NABARD), scaled up from earlier UNICEF-assisted initiatives in Alappuzha Municipality and Malappuram district. The programme is implemented by community-based organizations (CBOs) of poor women in co-operation with local governments (Panchayats). Kudumbashree focuses on empowerment of women through its CBOs and activities such as service coordination, encouraging thrift and internal lending, and start-up of micro enterprises. There are success stories of enterprises such as catering and canteen services at bus stands and offices in several places across the state. Handling of solid waste in municipalities is another emerging area of activity.
