The Pre-COP, 5-8 October, is being hosted by the Government of Fiji and it will include a Leaders Meeting which will take place in Tuvalu. The Pre-COP is the final major diplomatic moment before COP31 and will focus on translating commitments into action, shining a light on the needs of the region hardest hit by the impacts of climate change. Issues such as keeping 1.5C in reach; climate fiancé, adaptation and resilience will all be high on the agenda, as will the opportunity to elevate the voice of the Pacific.

At the Pacific Urban Forum, held in PNG in March, many of these issues were addressed through an urban lens, with calls for a stronger focus on building urban resilience through strengthened urban governance; land tenure, access to finance and recognising the frontline role of city and local governments in supporting communities impacted by natural and man-made disasters. There was also a strong commitment to working regionally to address the impacts of rapid urbanisation.

At the pre-COP, CLGF will be partnering with ICLEI Asia Pacific on a session bringing together senior local, regional, national and international representatives to explore how stronger data systems, better institutional coordination and closer national-local partnerships can strengthen NDC implementation across Pacific Island countries.

A key focus will be the role of local governments, cities and municipalities in turning national climate commitments into practical action on the ground.
