Closer partnership with Ghana's Institute of Local Government Studies

31 July 2025

CLGF is delighted to announce that it has signed an MOU with the Institute of Local Government Studies in Ghana, heralding the way for a meaningful partnership.

The ILGS is a public management development and training institution which was established by an Act of Parliament in 2003 to build capacity for effective local governance. The Institute delivers education, training, research, advisory and consultancy services ad is working towards establishing itself as a centre of excellence.

Delivering practical benefits

CLGF has worked with ILGS over a number of years, and is proud to consolidate its partnership with this MOU. Together we are looking to work together to design and deliver practical training, capacity building and knowledge exchange in the West and Central African region, and the wider Commonwealth. We are particularly keen to look at councillor training and capacity building, with a focus on women and young leaders, as well as research on key issues of concern for local government.

Important way to strengthen exchange

Joyce Ekuful, CLGF’s Regional Programme Manager in the region, also based in Ghana, welcomed this important step. She said: "This is an important way for us to strengthen regional exchange and knowledge-sharing, and to benefit from the extensive experience of ILGS in designing and developing targeted capacity building support for local stakeholders. We are looking forward to enhancing our work in the region through closer cooperation."

Prof. Nicholas Awortwi, Director of the Institue of Local Goverment Studies said:  “The MoU provides opportunities for the ILGS to foster wider collaborations towards revolutionizing professional training and higher education in local governance and development, and generating new knowledge and insights into local governance systems in the region, especially, as the ILGS transitions to a specialised University and a global centre of excellence in the study of sub-national governance and development.”
