The Asia Pacific meeting of the Policy Forum on Development (PFD) was held in Jakarta, Indonesia, on 2-3 June 2026 under the theme “Regional Partnerships for Shared Prosperity: Scaling Green Transformation and Climate Resilience in Asia and the Pacific.”

The meeting brought together over 100 participants, made up of key regional stakeholders from Civil Society and Local Government, together with representatives from the European Commission, EU Delegations, EU member states, regional and national development banks and other development partners.

The event worked to strengthen dialogue and cooperation between actors on climate resilience, climate finance, climate mobility and the localisation of the EU’s Global Gateway investments. Across a set of plenary, panel and working group sessions participants shared concrete examples of multi-stakeholder multi-level partnerships.

Throughout the meeting, participants worked to share methodologies and recommendation to strengthen multi-stakeholder governance mechanisms, to increase the positive impacts of project on the communities in which they are implemented as well as increase meaningful participation in the just green transition.

CLGF and members championing local climate dialogues

CLGF was on the steering committee preparing the meeting and moderated the session on Urban and Rural Climate Resilience on the second day. This session was of particular interest to the local government participants at the meeting being grounded in the territorial approach to local development (TALD). The session highlighted practice from Nepal, Philippines, East Java (Indonesia) and Laos.

In the subsequent discussion participants stressed the importance of integrating climate resilience, inclusion and community participation into local planning, infrastructure and public space development, as well as the need to simplify finding pathways and strengthen capacity within local government.

Elevating the theme of localising climate finance, members of CLGF also contributed to key sessions:

• Mr Ravi Ranjan Guru, Deputy Director General, All India Institute of Local Self-Government (AIILSG), on different modalities for localising climate finance;
• Ms Hemanthi Goonasekera, CEO of the Federation of Sri Lankan Local Government Authorities (FSLGA), presented key work on youth and gender inclusive governance;
• Hon Safiul Muszhaaraff, Mayor of Pottuvil Council, Sri Lanka, shared the experience of local governments in climate displacement and disaster risk reduction planning and action.

Forum’s outcomes and way forwards

A set of joint recommendations was agreed in the concluding session, and can be summarised as follows:

1. All partners, particularly the EU, investment banks and the private sector should scale up their climate commitments, especially in the area of climate finance, and ensure that local stakeholders are supported and have acers to diverse and flexible financing models and tools.
2. All partners should support climate investments that respond to climate-induced conflict and fragility.
3. Equal democratic partnership must be at the core of the Global Gateway strategy, through structured, participatory, and meaningful dialogue mechanisms among stakeholders
4. CSO, LAs and other stakeholders should be included through the entire cycle of climate mitigation and adaptation initiatives – from planning and design to implementation, monitoring and evaluation.
5. All partners should integrate, adapt and replicate local, national, and regional experience and best practice on climate action in ways that advance social justice, equity, accountability, sustainable livelihoods and community resilience
