Southern Africa: local government and post pandemic recovery

Local government’s role in the post-pandemic recovery is the subject of a major conference taking place in South Africa over from 3 – 6 May.

 

A partnership event, CLGF is working with the Department of Cooperative Governance in South Africa (DCoG) and the South Africa Local Government Association (SALGA) to host the two and half days, hybrid regional conference which aims to facilitate a stimulating dialogue and peer learning on how local government can contribute to the post-COVID response.

High level commitment

Demonstrating commitment at the highest level, the keynote address will be provided by the Deputy Minister of Cooperative Governance and Traditional Affairs (COGTA), Ms Thembisile Nkadimeng, who will also take part in session 6 of the programme.

The event is part of CLGF’s wider work on the EU funded project: Empowering Local Authorities in Partner Countries for Enhanced Governance and more Effective Development Outcomes. The CLGF will be represented by its Chairperson, Rev Mpho MW Moruakgomo, and SALGA by its President, Cllr Bheke Stofile.

Partnership to avoid fragmented response

Entitled: The role of local government in the post-COVID 19 socio-economic recovery - the event will examine the importance of multi-level coordination, especially the need for closer coordination and collaboration between local governments and other spheres of government; among local governments themselves; and with the private sector communities. This accords with the District Development Model (DDM) principles adopted by the South African government in 2019, which support the idea that improved collaboration and coordination will avoid a fragmented crisis response; and that cooperation across municipalities and regions is vital to minimise disjointed responses and competition for resources.  Cross border cooperation is also seen as key in fighting the pandemic and other developmental issues.

Drawing on CLGF programmes

The Conference will draw from the lessons learnt in implementing the CLGF regional programme, explore the role of local government in Post COVID recovery, agree on key priorities for future programming and strategies for resource mobilisation, and reflect on collaboration with SADC.

 

CLGF Southern Africa Regional Programme Manager, Ms Nyasha Simbanegavi, said: “We are very pleased to be holding this important, high-level event for the region. Local government has been on the frontline of rising to the challenge of a global pandemic, continuing to provide vital services, and we believe can play a major role in helping our communities, and the whole region, thrive and prosper once again.”
