Regional Learning Exchange in Mutare on digital municipal revenue administration and public financial management

27 October 2026

On 19–20 November 2026, CLGF, through the Commonwealth Sustainable Cities Network (CSCN), and Mutare City Council will co-host the Regional Learning Exchange on Digital Municipal Revenue Administration and Public Financial Management in Mutare, Zimbabwe.

Designed as a collaborative peer-learning platform, this focused exchange convenes local authorities, municipal leaders and partners from across Africa to explore practical approaches to strengthening municipal revenue administration and public financial management through digitalisation.

A continuous dialogue: Learning from Mutare’s digital journey

This regional exchange takes forward the momentum of the recent CSCN Peer Learning Clinic on municipal revenue digitalisation and public financial management, which featured Mutare City Council as the central case study.

Convening more than 60 local government leaders and practitioners from across Africa, the virtual session spotlighted Mutare City Council’s transformation through its Local Authorities Digital System (LADS). From an initial revenue module launched in 2019, Mutare has scaled LADS into an operational 47-module ecosystem, lifting collection efficiency from 33 per cent to an average of 65 per cent and unlocking crucial resources for local public services.

Building on the strong interest generated by the online clinic, CSCN is taking this vital conversation from the screen directly to the ground for more hands-on exchanges and action planning.

CLGF and Mutare City Council look forward to welcoming delegates to Mutare for two days of collaborative peer exchange and practical learning, driving forwards scalable, resilient digital public financial management ecosystems across Africa and across the Commonwealth.
