Commonwealth Local Government Forum

Commonwealth Journal of Local Governance, issue 29 is here!

21 October 2024

CLGF is delighted to announce the publication of its latest edition of the Commonwealth Journal of Local Governance, issue 29.

With a range of research articles on a variety of subjects of relevance to Commonwealth member states, we invite those attending CHOGM, as well as our members in all regions, to access this international peer reviewed journal that aims to strengthen the research voice of local government in the Commonwealth by providing a forum for researchers and practitioners interested in local government ideas and practices.

Research as the foundation to development

A key element to the continual improvement and development of local governance, local democracy and local services is research and knowledge. Basing all actions and strategies on empirical facts, the tried and tested experience of others, and ensuring a collaborative approach.

Partnership and data

The work that we are showcasing at our Side Event at CHOGM 2024 highlights this by demonstrating that sustainable development and rapid urbanisation must be addressed by taking a partnership approach. Creating cities that meet the needs of growing populations does not fall to one professional group: local government must work with architects, engineers, planners and universities, with the latter holding the key to vital data, based on tried and tested research.

Subjects featured

Among the many articles in this edition, including two book reviews, subjects include:

  • Commonwealth Caribbean cities, climate change adaptation and resilience;
  • Advancing local government in Pacific Island countries: a practitioner reflects;

  • Strengthening local autonomy in development: composite budgeting, expenditure planning and implementation in Nanumba South district, Ghana;
  • Making dysfunctional municipalities functional: towards a framework for improving municipal service delivery performance in South African municipalities;
  • Constraints on property taxation in Malawi: insights from Zomba City Council:
  • How effective are social accountability mechanisms in Bangladesh's rural local governments?

Data, good practice and experience are undoubtedly the foundation for effective policies to create excellent communities.

Take a look at this important publication! Contact details are provided in the publication if you think you have a useful paper to be shared with colleagues across the Commonwealth.
